Windows XP Cannot Log in after fresh install?

Hi i just did a fresh install for windows xp and it works fine but after i rebooted when i try to log in by clicking the administrator account icon it goes thru login process and says %26quot;loading your personal settings%26quot; but it stops and goes back to welcome screen as if nothing happened. I tried safe mode but it does the same thing. I also tried %26quot;last known config%26quot; but that didnt work either.can any1 help me with this problem?

p.s. before i rebooted i changed the default language and the installlanguage from english to 0804(chinese) in the registry. im wondering if thats the problem. if so how do i access the registry without loggin in?Windows XP Cannot Log in after fresh install?
Any time you make changes in the registry, you risk messing something up, so most likely making that change is what's keeping you from logging in....

I'm sure there is something you can do to fix it, but BY FAR the easiest thing to do, would be simply format and fresh install again, I mean it sounds like you just got done with the fresh install, so if it did get messed up, it wouldn't hurt to try again.

Incase you can't fresh install again, the only way I've ever been able to manage the registry without actually getting into windows is with a disk a friend gave me of KnoppixSTD, it's a version of linux that runs directly from a disk, and comes with some tools to manage the windows registry.
