How do you change computer languages?

What's the best way to change the computer language from English to Mandarin Chinese? Is there a way to change it so that the two languages are interchangeable? (so that it's not entirely in Chinese) I have a Windows XP if that is of any importance. My parents are trying to learn how to use the computer, but they're not completely fluent in English. I figure the best way would be for them to learn in Chinese. I'm guessing I'd have to get a Mandarin Chinese-English keyboard as well. Any advice would help.How do you change computer languages?
There is no such thing as a Mandarin - English keyboard. Keyboards in China are exactly the same as keyboards in the USA.How do you change computer languages?
Go to Start%26gt;Settings%26gt;Control Panel%26gt;Regional %26amp; Language Options, the icon is a globe.
