You need to install East Asian fonts along with IME.

Are you asking about the IME keyboard, or the language pack installation?

To get the language pack, visit this site:

http://www.microsoft.com/downloads/detai

To get your IME Keyboard, follow these steps:

鈶?Click on your %26quot;start%26quot; button in the bottom left corner.

鈶?Open %26quot;control panel.%26quot;

鈶?Select %26quot;Change Keyboard or other input methods%26quot; underneath the 'CLOCK, LANGUAGE, AND REGION' section

鈶?Click on the 'change keyboards' button.

鈶?Click the %26quot;add%26quot; button

鈶?Scroll down to Japanese and add it.

鈶?Hit 'apply'

鈶?Hit 'okay'

No need to change your language on the computer.

Now you have the IME keyboard, it should be by your clock and you'll see %26quot;EN,%26quot; Click on it to show the language bar. It should have moved up to the upper right side of your computer. Click on it, and it will have a drop down bar for English and Japanese. Click the Japanese. Click on the input method (the letter A) and it will say Hiragana. Use that as an input method and when you hit he space bar, a list of kanji should appear.
